€300 mln for renewable energy blocked for lack of legislation

“So far, no project accessed the available funds, in any of the forms included in the law, due to a lack of secondary legislation, guides and necessary methodological regulations, although renewable energy is currently the star field of investors,” Suciu added.

A General Manager at the Ministry of Economy, Alexandru Sandulescu, responsible for the energy field, responded that the ministry will soon sign 14 projects on renewable energy, which have already been approved, worth a total €80 million. “Some of these can be signed by the end of next week,” Sandulescu said, adding that the delays were also due to the fact that certain companies had difficulties ensuring cofinancing.

“This delay “costs” us a lot, both economically and in terms of seizing energy development opportunities, which we are either missing or delaying, and in this time of crisis we should not allow ourselves such luxury,” the attorney added.

There is €200 mln available from 2008-2013 for renewable energy projects, of which €169.7 mln are European non-reimbursable funds ensured through the European Regional Development Fund (ERDF) and €30.3 mln are funds from the state budget. Furthermore, an estimated €100 mln is available through the Ministry of the Environment.
