His strategy for the next two years seems to have been drafted very carefully. “We clearly need a production capacity between 600 and 1,000 megawatts,” said David, who estimates that an investment of €800 million in a 600 MW unit can be easily attracted. Hidroelectrica is currently negotiating with several banks for loans exceeding a total €300 mln, and some of the talks are close to being finalized.
The official of the state company, that is currently buying electricity from the Mintia and Paroseni thermoelectric plants, said that the restructuring of the state energy production sector is imperative. “Thermoelectric plants have big problems and they need investments badly,” David indicated.
He added that the company is now developing a pilot project for building a biomass plant with a capacity of up to 10 MW – electrically, and 30 MW – thermally. “I want to build the first plant of this kind in Brasov. The target is for this to be ready in October 2010, and I plan to build five plants similar in size,” the official added.
The fact that the Social Democratic Party quit the government on 1 October brought about the replacing of Ioan Rusu, General Manager of Transgaz, the state-owned gas transporter, and the resignation of Gelu Maracineanu, President of the National Agency for Mineral Resources. The two enjoyed the support of PSD in these positions, while Mihai David is a member of this party.
