Romania’s government OKs bill on the National Agency for Integrity

The members of the government got together in an extraordinary session on Monday to tackle the bill elaborated by the Justice Ministry. The head of ANI, Alexandru Macovei, also took part at today’s session.

According to the Interior Minister Vasile Blaga, the bill has the support of the governing parties and is also agreed by the group of independents from the Parliament. The vice president of the Democrat-Liberal Party (PDL), Gheorghe Flutur, said the draft foresees the income declarations to be made public and to include confidential data, like the address.

Romania’s Constitutional Court (CCR) declared as unconstitutional most of ANI’s responsibilities, so the agency can no longer publish income declarations, ask to seize someone’s goods or inform prosecutors in case of incongruities. ANI can only store income declarations and fine those who fail to hand them in on time.

The obligation to publish income and interest declarations on the Internet breaks the right to respect and guard the private life, by exposing data regarding fortunes and interests, said the Constitutional Court in the decision through which it declared unconstitutional most of ANI’s responsibilities.
