According to this study, even if the European Union (EU) encourages all member states to sustain a balanced development of all transport types, Romania allocates funds disproportionally, favoring the development of roads.

Only 8 percent of funds allocated to road and railway infrastructure were directed to the Romanian railway infrastructure in 2005. The General Secretary of the Romanian Railway Industry Association, Stefan Roseanu, said the railway has been considered a method of transport for the poor, which is why it has not received any attention from the authorities.

Regarding railway goods transport, Romania’s investments in infrastructure are also far behind those in many European countries.
