Changes in the law of acquisitions to bring more IT projects

“The changes tend to facilitate the process of public acquisition and to help the company obtain much faster solutions in case of contestations. Through these measures, the market selection of economic agents interested in public acquisitions will be much stricter. Only those playing by the rules and procedures set by state authorities will remain in the race,” Dragos Nicolaescu, Country Manager of Fujitsu Siemens Computers Romania, told Business Standard. The company official estimates that about half of this year’s net sales will be generated by central and local public administration.

“The predictability of the launching of projects will rise, contributing to their normal development, their meeting deadlines, and to quality of services provided,” said Irina Socol, Chairman and General Manager of the Siveco Romania IT company.

On the other hand, businesspeople are contesting the lack of a dialog with the business environment before adopting the law of public acquisitions. “The government should have first consulted and carried out an analysis with the business environment, and only then made changes,” said Calin Mihai Rangu, General Manager of IIRUC Service, information technology service provider, part of the Austrian Raiffeisen Informatik group.

Public sector projects were one of the most important segments for companies in the local IT industry in 2008. According to the Ministry of Communications and Information Technology (MCSI), the public sector last year generated about one tenth of the total value of the IT industry, estimated at €2.3 billion.
