Based on this decision, Romania faces a possible trial at the European Court of Justice (ECJ), whose verdict is irrevocable. According to Iordan Barbulescu, Dean of the Department of International Relations and European Integration of the National School of Political Studies and Public Administration (SNSPA), there are three stages to the infringement procedure.

Only if Romania repeatedly ignores EC recommendations and demands will the case be forwarded to the ECJ.

The Commission initiated warnings due to a decision made last year by the government headed by former Prime Minister Calin Popescu Tariceanu to sack the President of the National Authority for Communications in Romania (ANC), Dan Georgescu.

Following a court verdict to suspend this decision, the government wanted to restructure and change the name of the institution. The EC indicated that Romania is the only country whose government ignored a court decision.
