EU accession boosts the legislative software market

Internet access, Romania’s accession to the European Union (EU), and an increase in the number of professionals using such software solutions are the main reasons for the evolution of this market’s growth rate.

Main players on this market are Indaco Systems, Centrul Teritorial de Calcul Electronic Piatra-Neamt, Compania de Informatica Neamt, and Wolters Kluwer, which together dominate 95 percent of the market.

“Legislation makes it necessary to resort to a software solution, which automatically generates a rise in this segment,” said Flaviu Cursaru, Head of Customer Relations of the Dutch Wolters Kluwer company.

Mihaela Luca, General Manager of Compania de Informatica Neamt, believes that the growth rate of the legislative software market is approximately 20 percent. “The market is increasing mainly because it has not yet reached maturity, and many companies will offer legislative software solutions,” she said, adding that there have been numerous demands for EU legislation. “We will witness a 40 percent increase in this market in 2007, compared to previous years, mainly due to a higher number of Internet users,” Daniel Iane, CEO of Indaco Systems, told Business Standard.

Indaco System’s net sales increased by more than 110 percent in the first half of 2007, up to €1.2 million, and its net profit reached €230,000. “The company’s turnover amounted to €1.7 million and we estimate it will exceed €2.3 million by the end of this year due to invoicing solutions which have been subject to good evolution on the market,” Iane told Business Standard.

At present, 70 percent of Indaco’s activities focus on the product and service line for legislative research. “In the first half of 2007 we attracted customers such as the Ministry of Agriculture, the Ministry of Waters and Forests, Farmexim, and the Astra Asigurari insurance company,” Iane added. Compania de Informatica Neamt posted €1.2 million worth of net sales by the end of 2006 and €740,000 in turnover in H1 2007. The company’s GM estimates a 20 percent increase in net sales in 2007.
