“Private life insurance policies can contribute to resolving the medical system crisis. Only a private administration, competition between several private health insurance companies, can lead to a more efficient system,” Alexandrescu said.
The official indicated that, in order to reform the state medical system, there are six steps to be followed. “The first and most important is the introduction of copayment, then a minimum state-supported service package must be defined. The government must issue a therapeutic package for each illness, and rank hospitals. Afterwards, the state must raise social security contributions to 14 percent from 10.7 percent, of which two percentage points must be allocated to a private health house, which will define a minimum complementary package. The last step is fiscal stimulation at the employee and employer level for additional and voluntary health insurance,” Alexandrescu added.
The General Manager said that the life insurance market registered an increase in the third quarter, compared to the April-June period, but the level of subscriptions at the end of this year will be similar to that in 2008. The life insurance industry declined eight percent in subscriptions in the first half of 2009, to RON 780.9 million in June 2009 from RON 849.9 mln in June 2008.
