Each member state is obliged to inform the EC about sugar and agricultural supplies existing at the time of accession to eliminate the risk of speculative supplies. In 2007 the European Commission penalized several new member states: Poland in the amount of €12.4 million, the Czech Republic €12.2 mln, and Estonia €6.5 mln.
