The first major IT contract in 2009 delayed due to appeals

Companies that appealed the contract inking are IIRUC Service, Siemens Romania, and HP Romania, according to the Chairman of the largest IT services supplier on the local market, S&T Romania’s Board, Dan Roman.

The €31.5 million contract includes providing the National Printing Company (CNIN) with equipment for the issuing and management of electronic passports.
“Appeals are currently being analyzed by the National Council for Appeal Solutions. The companies mentioned are among the appealers, but two of the appeals arrived too late,” CNIN representatives told Business Standard.

S&T Romania, Omnilogic, and Frontal Communication were announced as winners of the tender, for which six companies filed a total of 12 offers. According to CNIN, companies must provide the necessary equipment 60 days after the contract signing. “Even if the contact is inked in the first half of August, deliveries will be made on October 13. Thus, the legal deadline for system implementing would be November 1,” CNIN representatives said.

The tender winners are to support the costs of the program, which the state is to reimburse in five years, as of 2010.
