Three proposals already exist for the Ministry of Finance, headed by Gheorghe Pogea, whose thorniest problems are the 2009 budget and identifying financing sources for covering the deficit. Thus, Social Democrat Gheorghe Gherghina (PSD), former Secretary of State responsible for the budget, could be reinstated. Also former Secretary of State Bogdan Dragoi, member of the Democratic Liberal Party (PDL), could resume his position, continuing to be responsible for the public debt, the treasury and European funds. Catalin Doica could retain his position as Secretary of State responsible for fiscal policy, or might be replaced by Gabriel Biris (PDL), lawyer with a firm specialized in taxation.
At the Ministry of Economy, Tudor Serban (PDL), responsible for the energy policy, and Marin Anton (PDL), responsible for industrial policies, could become Secretaries of State. Serban is former technical manager of the state-owned Electrica company, while Anton is a former administrator of the Rafo Onesti refinery. Government sources say that Mihai David (PSD) could become Secretary of State in the Ministry of Economy responsible for international cooperation and Romania’s relation with the European Union. There will also be a fourth Secretary of State position, responsible for mineral resources, which could be filled by former Secretaries of State Cosmin Popescu and Ionel Mantog.
