Although the allocation of funds for these works will have a certain psychological impact on the construction market evolution, companies said that the budget is low and this program will have side-effects, such as a drop in sales to final users, who will wait for the state to renovate their homes.
“The effect of this program will be zero for producers, funds are insufficient, according to our calculations, at this rate, the rehabilitation program will be finalized in 160 years,” the President of the Thermo-insulating Carpentry Employers Association, Valentin Petrescu, told Business Standard.
The government allocated on Wednesday RON 360 million (some €87 mln) for the thermal rehabilitation of 50,000 apartments. Requests for financing of city halls indicate an average price for rehabilitation of some €4,000, compared to the initial estimate of €3,500/apartment.
