The budget approach is the key problem for public financial managers

“Fundamental problems include the mistake of allocating budgets instead of a by project approach, lack of information, and manager mentality. A recent study carried out by Deloitte among 200 companies in 28 countries shows that 48 percent of public officials believe their organizations do not have the appropriate financial management capacities. According to Dan Berteanu, General Manager at United Business Development HR company, managers of public institutions lack know-how, and have no idea what modern business is all about, because they are not trained.

In the private sector, managers are better prepared because companies are permanently investing in their training.

“Within public institutions there is little interest in performance, and this function is considered one of support rather than operative, interested in producing or saving, and as such it is of little importance who gets the job and how well prepared he is,” said Loredana Serfezi, General Manager of the Ray&Berdtson executive search company.
