According to market sources, the new government could make changes within the National Authority for Communications (ANC). However, IT and Communications Minister, Gabriel Sandu, said a decision will only be made after thoroughly analyzing ANC’s activities. He added that the Authority’s present base of operations is too broad, and that there are problems relating to the way it makes decisions, which could lead to infringement proceedings by the European Commission. “But it will take some time before a decision is made,” he told Business Standard.
Furthermore, the country’s largest landline operator, Romtelecom, which last year was granted a 3G license, will become a player on the mobile internet market.
Meanwhile, the market will be affected by the economic crisis. The best case scenario regarding profit margins is stagnation for both the telecom and software segments. Players in IT distribution and GSM retail expect up to 30 percent decline in profit margins in 2009.
