Romania scored the least within the European Union members regarding civil liberties, according to the data shown in the document.

Romania had the same score with Argentina, Brazil, South Africa and Croatia. Bulgaria received 1 for political rights and 2 for civil liberties, just like Greece and Latvia which saw significant progress over the past year.

All the other European Union countries scored 1 at both categories.

Joining the European Union has helped countries fight corruption, limit discrimination against minorities and adopt responsible economic policies, the report said. Romania, despite turmoil and dissatisfaction regarding the standard of living, along with other former communist countries now members of the EU, managed to rid themselves of communist structures and adopt democratic measures and reforms.

The report was carried out by a team of experts and regional specialists.
